Abstract

This brief provides an overview of how child welfare providers can use a coach-like engagement approach to work with at-risk youth. During Phase I, a Youth At-Risk of Homelessness (YARH) grantee in Colorado developed an intervention model to prevent and address homelessness among transition-age youth. The authors describe the Pathways to Success model as an intensive, youth-driven, case management approach designed for youth ages 14 to 21 who are currently in foster care, preparing to age out, or have already aged out and become homeless. Furthermore, the model uses a coaching method adapted from the Co-Active Life Coaching model originally designed for adult and college student populations. Now in Phase II, the grantee has implemented the program in three collaborative test sites that represent urban, suburban, and rural communities across Colorado. (author abstract modified)

Abstract

The Children’s Bureau, within the Administration for Children and Families (U.S. Department of Health and Human Services), funded a multi-phase grant program to build the evidence base on what works to prevent homelessness among youth and young adults who have been involved in the child welfare system. Known as Youth At-Risk of Homelessness (YARH), this program funded 18 organizations for the first phase for two years. During the planning phase, grantees conducted data analyses to help understand their local population and develop comprehensive service models to improve outcomes in housing, education and training, social well-being, and permanent connections. For the second phase, six of the 18 organizations received funding to refine and test their comprehensive service models with a three-year implementation grant. This issue brief describes the challenges, lessons learned, and next steps of one grantee—United Way of King County in Washington. (author abstract modified)

Abstract

This journal article looks at the rate in which foster care alumni (FCA) use tuition and fee waivers, scholarships, or collaborative supports to enroll in post-secondary education. The researchers used a sample of more than 9,000 FCA from the National Youth in Transition Database (NYTD) to examine the effectiveness of these programs. The results show that these initiatives can increase enrollment; however, the effectiveness varies significantly by state. Overall, the study demonstrates the limitation of legislated waivers and collaboratives to ensure a large percentage of youth will access and use these programs to enroll and persist in higher education.

Prepared for the Better Housing Coalition and Children’s Society of Virginia, this report from Child Trends focuses on older youth transitioning from foster care using federal outcome data and findings from a policy scan and national survey on services targeted to this population. The authors present the information in six key services areas: post-secondary education, employment/career development, financial capability, affordable housing, health/ mental health care, and permanent relationships with supportive adults. They offer the following recommendations based on the areas of strength for Virginia: keep monitoring data to inform decision making, build strong relationships across the state, and connect with similarly situated states. This report looks at the relationship between extended foster care and young adult outcomes. The researchers analyzed data from three national datasets on foster care history, independent living services, and extended foster care. They found that extended foster care is associated with better young adult outcomes and receipt of independent youth services. Despite the low rates of utilization in many states, extended foster care appears to benefit young people as they transition to adulthood. (author abstract modified)

Abstract

In partnership with the National Law Center on Homelessness & Poverty, the True Colors Fund developed the State Index on Youth Homelessness (the Index) as a summary of some of the legal, systemic, and environmental barriers youth experiencing homelessness face. The Index looks at 61 metrics in all 50 states and District of Columbia. The metrics evaluate each state’s laws and policies, systems, and environments that affect youth experiencing homelessness and influence state policy and program implementation. The Index provides recommendations for each state on how to better protect the safety, development, health, and dignity of youth experiencing homelessness.

This toolkit from the US Department of Education provides general information about Pay for Success (PFS) projects, which are projects that support evidence-based approaches by leveraging private investment to address societal problems and challenges while typically using government funds only when a project meets measurable, positive outcomes. This toolkit is an introductory guide for state and local governments and other stakeholders interested in exploring the possibility of a PFS project for education or related societal issues. It provides information to support stakeholders in determining if PFS is a viable financing strategy for them, lays out steps usually involved in conducting a feasibility study, and highlights critical questions and important safeguards to consider in using PFS. The Appendix includes tools that may be useful for PFS projects, including definitions of terms used throughout the document.

Abstract

This report from Chapin Hall presents a study using data from a large sample of youth from California child welfare records to estimate the impact of extended foster care on postsecondary education outcomes. The sample includes youth who were in the child welfare system before and after the state of California extended foster care to age 21. The study looks at three outcomes: enrollment by age 21, persistence by age 21, and the number of semesters completed by age 21. The researchers found that extended foster care increases the likelihood that youth under supervised care will enroll in postsecondary education before turning 21 but does not increase the rates of persistence or the number of semesters completed among this youth population.
