Using research to improve postsecondary education outcomes of community college students in foster care.
Abstract

Community college is the most common pathway into postsecondary education among young people in foster care. This pathway is a logical choice for both academic and financial reasons. Many young people in foster care with aspirations for postsecondary education need remediation before they are prepared for college-level coursework. Young people in foster care stand to benefit both academically and financially from starting at a community college. That said, few studies have examined the experiences of community college students who are or were in foster care. This mixed-methods study with funding from the Spencer Foundation was conducted to learn more about the experiences of Illinois community college students who are or were in foster care. The research included three main components: Administrative Data Analysis; Document Review; and Semi-Structured Interviews.

“Going Without: An Exploration of Food and Housing Insecurity among Undergraduates.”
Abstract

The rising price of higher education and its implications for equity and accessibility have been extensively documented, but the material conditions of students’ lives are often overlooked. Data from more than 30,000 two- and 4-year college students indicate that approximately half are food insecure, and recent estimates suggest that at least 20% of 2-year college students have very low levels of food security. At least one-third of 2-year students are housing insecure, including up to 14% who are homeless, whereas between 11% and 19% of 4-year students are housing insecure. Most of these students work and receive financial aid, but only a fraction receives public or private assistance to help make ends meet. Implications for research on college affordability and efforts to boost college graduation rates are discussed.

Abstract

This report from the Center for Promise is the second in a series that focuses on career pathways programs that serve at-risk youth. The first report, Relationships Come First, introduced the four programs located in Dallas, TX; The Bronx, NY; Washington, DC; and the San Francisco Bay Area. This report presents key findings from group and individual interviews with young people enrolled in the four career pathways programs. The researchers looked at the nature of the relationships the youth developed as their webs of support and how these relationships have helped them work toward personal and professional goals. The report includes personal stories and illustrations from youth study participants.

Abstract

This journal article looks at the rate in which foster care alumni (FCA) use tuition and fee waivers, scholarships, or collaborative supports to enroll in post-secondary education. The researchers used a sample of more than 9,000 FCA from the National Youth in Transition Database (NYTD) to examine the effectiveness of these programs. The results show that these initiatives can increase enrollment; however, the effectiveness varies significantly by state. Overall, the study demonstrates the limitation of legislated waivers and collaboratives to ensure a large percentage of youth will access and use these programs to enroll and persist in higher education.

Abstract

This guide provides information about existing state laws that help college students who are experiencing homelessness. Both California and Louisiana require the designation of single points of contact in public colleges and universities. These two states also mandate housing priority be granted to current and former foster care and homeless students. In addition, California law requires priority enrollment for these students. California, Florida, and Maryland offer different tuition and fee waivers to attend college. Colorado and Louisiana have laws related to in-state tuition. As of February 2017, Texas was developing legislation to support students dealing with homelessness.

Abstract

In this chapter, the author highlights common themes found in the extant literature that can inform ways to address the unique challenges of foster youth students in community college. These themes include educational attainment of foster youth as a social justice issue, effective practices that support student success, and recommendations for policy and practice. Coupled with recommendations from the literature, the author offers the perspectives of students about practices at community college campuses. The chapter highlights model programs that are uniquely positioned to serve this marginalized group of students on college campuses using an academic capital framework. (author abstract modified)

It outlines key research findings that show how homelessness and housing instability interfere with young people’s abilities and opportunities to stay in school and pursue their educational goals.
