This report from the Aspen Institute Forum for Community Solutions highlights promising strategies in youth engagement and youth-led change through its Opportunity Youth Forum communities (OYF). Opportunity youth are defined as 16- to 24-year-olds who are out of work and school. OYF supports youth activities representing four stages along a continuum: basic engagement, participatory engagement, influencing programs and systems, and youth- and adult-led change.
