Abstract

This journal article describes a study that used a person-centered approach to compare the number of school absences of homeless students with their housed peers. The researchers designed this study to test the theory that homeless students often miss an inordinate amount of school days and are thought to be at the end of the “continuum of poverty.” Using school administrative data collected over one school year for an entire school district, the researchers found that homeless children as an aggregate do not miss significantly more days of school than housed students receiving free lunch. However, they found that homelessness and poverty dramatically increase the number of absences for children who are in the higher percentiles of absences, meaning homelessness has a greater impact on those who miss more days of school in general compared with regular attendees. Findings from this study indicate that homelessness may exacerbate problems rather than cause them. The researchers discuss implications for practice and propose directions for future study. This report from the Institute for Children, Poverty & Homelessness (ICPH) discusses how supportive school climates can help improve academic and mental health outcomes for high school students dealing with housing instability. According to ICPH, a supportive school climate can provide these students with a sense of safety and stability. ICPH uses self-reported data from the 2016-2017 Youth Risk Behavior Survey to look at school climate indicators: school engagement, safety, and environment of homeless students compared with their housed peers. The report measures the cumulative impact of school climate by these negative indicators: bullying; missing school due to feeling unsafe; lacking positive relationships with teachers or adults at school; and being offered, sold, or given illicit drugs on school property.

Abstract

This report from SchoolHouse Connection presents a study that used 2017 Youth Risk Behavior Survey (YRBS) data from 17 states. Starting in 2017, YRBS included two questions related to homelessness for the first time since its inception in 1990 by the CDC. The researchers compared seven self-reported risk factors and health outcomes of high school students experiencing homelessness with their housed peers. The findings indicate youth experiencing homelessness have poorer health outcomes and exhibit higher risk behaviors. For instance, homeless youth are more likely to experience dating violence, misuse prescription pain medication, and attempt suicide. This report also includes qualitative data from interviews with 49 young people who participated in the SchoolHouse Connection’s Youth Leadership and Scholarship Program and the National Network for Youth’s National Youth Advisory Council. The researchers outline policies and practices to help school systems improve their implementation of the protections and supports provided to homeless children and youth by federal law.

This manual provides legal advocates an understanding of the relevant provisions of the McKinney-Vento Act and the tools needed to implement these legal protections for homeless children and youth. The first section summarizes the key concepts and provisions of McKinney-Vento as well as the appellate process for homeless students who receive adverse determinations from their school systems. In addition, the manual delineates the responsibilities of state educational agencies (SEAs) and local educational agencies (LEAs). The second section covers other federal and state education laws, initiatives, and resources that are relevant to helping homeless children and youth succeed in school. The third section focuses on specific populations of homeless children and youth who may face additional barriers to their education. The fourth section outlines challenges to implementing, enforcing, and complying with McKinney-Vento. The criminalization of youth homelessness is also addressed. The fifth section is a compliance list of dos and don’ts to avoid expensive and time-consuming litigation. The last section on lessons learned from previous litigation presents case summaries related to procedural and substantive issues.

This report from the Institute for Children, Poverty & Homelessness (ICPH) presents the findings from an analysis of the differences in risk behaviors and health outcomes between homeless high school students and their housed classmates in New York City public and charter schools. The Centers for Disease Control and Prevention provided access to anonymous self-reported data for the sample of high school students who participated in the Youth Risk Behavior Survey (YRBS) in 2015. YRBS includes questions that distinguish between homeless and housed students. ICPH found that while only 12 percent of the YBRS sample was homeless, these students represent a third or more of all students facing a range of health risks. The report presents key findings of the disparity in physical, emotional, and mental health outcomes for homeless students compared with their housed peers and discusses policy considerations to ameliorate this disproportionate burden, such as leveraging existing programs, linking health records to school data, and keeping health outcomes part of the narrative. The report provides a glossary of terms and the YRBS survey questions.
