Abstract: 

A wide range of research and best practices inform the development of positive school climates. The author provides a tool for exploring important factors which underlay safe and effective schools. The "Rubric for Developing a Comprehensive Discipline System and Strengthening School Climate" includes exploration, transition, and implementation steps for policy, school community involvement, professional development, curriculum, support and referral system, school and classroom management practices, and instructional practices. The author encourages dialogue, reflection, and challenge as schools adapt the rubric for their own communities.
